Women entrepreneurs are the driving force behind economic growth and societal progress. Acknowledging their vital role, the Indian government has devised numerous strategies to empower women, enhance their financial autonomy, and promote entrepreneurship. This article aims to delve into the various initiatives and policies tailored to support women across urban and rural India, thereby facilitating their journey towards entrepreneurial success.

The Landscape of Women’s Entrepreneurship in India

Women’s entrepreneurship in India is changing rapidly. More and more women are starting their own businesses across different fields. They’re bringing fresh ideas and creating jobs. Although they face challenges like getting money to start their businesses and dealing with society’s expectations, women entrepreneurs are strong and determined. With help from the government and other organizations, they’re finding it easier to succeed. This shift not only helps women financially but also helps the country grow economically and socially.

Before delving into specific initiatives, it’s imperative to grasp the current landscape:

1. Share of Women-Owned Enterprises: Although women-owned enterprises constitute a notable segment of Micro, Small, and Medium Enterprises (MSMEs) in India, there exists significant room for expansion. Presently, women entrepreneurs represent only 20% of the MSME sector, indicating untapped potential for growth and innovation.

2. Gender Gap in Employment: Despite demonstrating remarkable entrepreneurial acumen, female entrepreneurs encounter formidable challenges. The persisting gender gap in employment within MSMEs, particularly in rural regions, poses a significant obstacle to women’s economic empowerment and business advancement.

3. Safety Concerns: Safety concerns pose additional hurdles for female entrepreneurs, impeding their mobility and hindering business expansion. Addressing these safety issues is crucial to fostering an environment conducive to women’s entrepreneurial endeavors.

Government Initiatives for Women Entrepreneurs

Let’s delve into the key government schemes designed to empower women economically and nurture entrepreneurship, categorized for both rural and urban settings:

Rural Initiatives:

1. Mahila Coir Yojana:

The Mahila Coir Yojana, initiated by the Coir Board, is a specialized training program catering to women artisans engaged in the coir industry. This initiative offers comprehensive training in coir spinning over a two-month period, accompanied by a monthly stipend of Rs. 3000. Furthermore, the scheme incentivizes trained artisans to establish coir units through the Prime Minister’s Employment Generation Programme (PMEGP), fostering entrepreneurship and sustainable livelihoods in rural areas.

2. Mudra Yojana for Women (Mahila Udhyami Yojana):

Under the Pradhan Mantri Mudra Yojana, the Mahila Udhyami Yojana facilitates access to financial assistance for women entrepreneurs embarking on entrepreneurial ventures in rural regions. The Shishu scheme, a component of this initiative, offers loans of up to Rs. 50,000 for nascent enterprises, empowering rural women to pursue their entrepreneurial dreams.

Urban Initiatives:

1. Women Entrepreneurship Platform (WEP):

Spearheaded by NITI Aayog, the Women Entrepreneurship Platform (WEP) serves as a comprehensive support system for women entrepreneurs in urban areas. It serves as a nexus for diverse stakeholders, facilitating the advancement of women entrepreneurship in India. WEP offers invaluable resources, mentorship programs, networking opportunities, and access to funding avenues, empowering urban women to overcome obstacles and realize their entrepreneurial aspirations.

2. Trade Related Entrepreneurship Assistance and Development (TREAD):

TREAD focuses on equipping women entrepreneurs in urban areas with the necessary skills and capabilities to thrive in competitive markets. Through tailored training programs, workshops, and financial aid, TREAD endeavors to enhance the entrepreneurial prowess of urban women across various sectors.

3. Stand-Up India:

Geared towards promoting entrepreneurship among women and marginalized communities in urban settings, Stand-Up India endeavors to facilitate access to capital for aspiring entrepreneurs. By offering bank loans ranging from Rs. 10 lakh to Rs. 1 crore for establishing greenfield enterprises, this initiative aims to foster inclusive economic growth. Notably, Stand-Up India mandates the inclusion of at least one woman entrepreneur and one individual from a Scheduled Caste (SC) or Scheduled Tribe (ST) in every venture, ensuring diversity and inclusivity in urban entrepreneurial endeavors.

4. Beti Bachao Beti Padhao Scheme:

The Beti Bachao Beti Padhao Scheme was initiated to promote girls’ education and empowerment, highlighting the significance of financial literacy and entrepreneurship skills for young women in urban areas. By instilling a spirit of entrepreneurship from an early age, this initiative seeks to nurture the next generation of women leaders and innovators in urban settings.


The Indian government’s unwavering commitment to fostering women’s entrepreneurship is evident through these multifaceted initiatives. By bolstering financial independence, fostering skill development, and expanding access to resources, these schemes strive to bridge the gender gap and cultivate a vibrant ecosystem conducive to women’s entrepreneurial endeavors. Budget 2024: A Focus on Youth and Women Entrepreneurship

Finance Minister Nirmala Sitharaman’s sixth budget, presented as an interim budget ahead of the elections, maintains fiscal responsibility while prioritizing inclusive development. The budget emphasizes empowering youth and women entrepreneurs, with significant milestones such as the PM Mudra Yojana granting 30 crore loans to women entrepreneurs. Other initiatives include interest-free 50-year loans for startups, aligning with efforts to promote inclusive growth and sustainable development. Additionally, the budget underscores the role of the private sector in addressing water, sanitation, and hygiene challenges through Public-Private Partnerships (PPPs). With a focus on green growth, tourism, and climate resilience, the budget sets the stage for economic transformation while ensuring that no one is left behind in India’s development journey.

EDII and Accenture Collaborate to Empower 13,000+ Women Micro-Entrepreneurs Nationwide

Entrepreneurship Development Institute of India (EDII) Ahmedabad, in collaboration with Accenture, has empowered over 13,000 women micro-entrepreneurs through the Women Entrepreneurs Access Connect Transform (WeAct) initiative. WeAct has provided tailored support to women in various sectors including food and agriculture, handloom and handicrafts, and household supplies. The program offers structured assistance in market access, product development, finance, and statutory compliance, enabling women to enhance their business competitiveness and sustainability. Under the guidance of Dr. Sunil Shukla, Director General of EDII, and Samuel Moses Amarnath, Head of WeAct, transformative initiatives have been launched to uplift rural women entrepreneurs, focusing on new product development, improved packaging, and adoption of technology for online marketing and digital payments. This concerted effort has led to 100 exhibitions across corporate premises and grassroots-level events nationwide, marking a significant milestone in empowering women and fostering local economic development.
